Probity in Procurement and Contracting

Government procurement and contracting decisions are subject to significant scrutiny and must consistently demonstrate integrity, transparency, accountability and procedural fairness. Effective probity practices help organisations manage risk, maintain public confidence, support procedural fairness and contribute to value-for-money procurement outcomes.

Participants develop the practical knowledge and skills needed to confidently apply probity principles confidently throughout the procurement lifecycle.

On successful completion of this course, participants will be able to:

• Apply ethical decision-making principles and probity practices throughout procurement and contracting activities

• Identify, assess and manage probity risks

• Recognise and appropriately manage actual, perceived and potential conflicts of interest

• Identify and respond appropriately to ethical issues and misconduct

• Support integrity, transparency, procedural fairness and good governance

• Contribute to fair, accountable and defensible procurement and contracting decisions.

To enrol in this course, you must:

• Be currently employed within the Australian Government, state or territory government, local government, a statutory authority, public agency or another recognised public sector organisation in a procurement, contracting, governance, compliance or related role; or

• Be engaged as an external consultant or contractor currently providing procurement, contracting, contract administration, governance or related advisory services to government or public sector clients.

General Requirements

You must also:

• Be 18 years of age or older

• Complete a Language, Literacy, Numeracy and Digital (LLND) assessment prior to enrolment

• Hold a Unique Student Identifier (USI)

• Complete a Pre-Training Review.

This course includes the following nationally recognised unit of competency from the Public Sector Training Package.

• PSPETH009 Maintain and enhance confidence in public service

Assessment is practical and designed to reflect the application of ethical principles and probity practices within government procurement and contracting environments.

Assessment may include:

• Practical tasks and projects aligned to routine procurement and contracting activities

• Scenarios, role plays, and observation of applied skills 
  Short-answer questions and written responses

• Reflective tasks linked to practice

• Use of organisational or provided documentation where appropriate

Participants should allow time for self-directed learning and assessment preparation outside of scheduled training sessions.

Full assessment requirements and submission timelines are provided upon enrolment.

Successful completion of this nationally recognised unit of competency may provide Credit Transfer towards the Advanced Diploma of Procurement and Contracting, subject to the qualification packaging rules and ACFEC's enrolment requirements.

On successful completion of all assessment requirements, participants will receive a nationally recognised Statement of Attainment for PSPETH009 Maintain and enhance confidence in public service.

Recognition of Prior Learning (RPL) and Credit Transfer are available for eligible participants in accordance with ACFEC's policies and procedures.

Participants who believe they have already achieved the outcomes of this unit through previous study or relevant workplace experience are encouraged to contact ACFEC to discuss their eligibility.
